that one can claim to be such a nice person, but then act in away that can totally dissapoint someone?

My best friend won tickets to Billy Joel about 2 months ago. Whenever I spoke to her she would say "I don't know who I'm asking yet" Helloo what are your options. You have no family here and no boyfriend. She asked one friend and she declined then about 3 weeks after that she finally asked me and I unwillingly declined. She knows it bothered me and asked me if I was mad she didn't ask me sooner. It was my opportunity to tell her how I felt and didn't say it because I don't like to be confrontational. But on some scale I think she knows. She's always claiming she's a nice person.
